On June 1st, the Management Board of the Ha Long Bay – Yen Tu World Heritage Site, in coordination with relevant authorities and local governments, launched an inspection campaign to address cases of fishing vessels anchored in unauthorized locations along the Ha Long Bay coastline. Through on-site inspections in the coastal areas of Hong Gai and Ha Long wards, authorities recorded over 500 fishing vessels anchored improperly, encroaching on waterways, affecting the landscape and environment, posing potential risks to waterway safety, and impacting the province’s tourism image as well as the value of the Ha Long Bay World Natural Heritage Site.

The campaign to inspect and handle cases of fishing vessels anchored in unauthorized locations along the shores of Ha Long Bay will continue until June 5th. Authorities will focus on raising awareness, encouraging, and guiding organizations and individuals to strictly comply with regulations on the use and anchoring of watercraft; and will resolutely handle cases of deliberate violations. Simultaneously, they will conduct surveys and reviews of the current state of fishing vessel anchoring activities in the area.
According to representatives of the Ha Long Bay – Yen Tu World Heritage Management Board, coastal localities in Ha Long Bay need to strengthen state management of fishing vessel mooring activities in the area. Relevant agencies, units, and localities should actively and proactively coordinate to manage fishing vessel mooring activities in accordance with the law, based on their assigned functions and tasks. Simultaneously, functional forces will continue to strengthen patrols, monitoring, and handling of illegal aquaculture activities along the coast of Ha Long Bay. Since the beginning of April, many violations have been recorded and processed, and many tools and equipment used for illegal aquaculture activities have been temporarily seized.
The Ha Long Bay – Yen Tu World Heritage Management Board is also stepping up its efforts to raise awareness and encourage people to voluntarily dismantle their cages and rafts, recover their assets, and cease illegal aquaculture activities. From the end of May until now, the unit has collected approximately 7,000 aquaculture cages, 3 bamboo rafts with a total area of about 180 m², along with about 8 m³ of styrofoam buoys and waste generated after illegal aquaculture. All collected items and waste are transported ashore for disposal, preventing reuse or release into the environment. The Ha Long Bay – Yen Tu World Heritage Management Board advises people to strictly comply with the law and not engage in illegal aquaculture activities in the bay.
Authorities regularly patrol, monitor, and strictly handle acts of street vending, soliciting customers, price gouging, or the lack of clear price listings. Lifeguards are stationed at all beaches to remind tourists not to swim outside of safety buoys. Beaches are regularly renovated, beautified, and cleaned. On key tourist routes, inter-agency forces conduct continuous patrols, closely monitoring vehicle activity to promptly detect and handle any emerging situations.
According to Mr. Nguyen Trung Tuyen, Captain of the Catherine Horizon cruise ship, ensuring the safety of tourists is crucial, as it demonstrates that Ha Long Bay is a safe, friendly, and reliable destination. Regular inspections and monitoring of cruise ship operations in Ha Long Bay by relevant authorities will foster trust, order, and a scientific approach to cruise ship operations and tourism activities in the bay.
Tighten control over waterway traffic.
To ensure traffic safety and social order on inland waterways, including tourist transportation, the Traffic Police Department (Ministry of Public Security) has reinforced its waterway traffic police force in the Ha Long Bay area. The Waterway Police Unit I will intensify patrol and control activities, handle violations, and combat crime and legal violations on waterways. Simultaneously, it will strengthen coordination with other forces to improve the effectiveness and efficiency of state management in ensuring traffic safety and social order.
Lieutenant Colonel Pham Xuan Tuyen, Deputy Commander of Waterway Patrol Unit 1, Waterway Patrol Unit 1, Traffic Police Department (Ministry of Public Security), said that the authorities will resolutely handle cases that have not rectified the violations pointed out by the inter-agency team of Quang Ninh province during the April inspection. Alongside patrol and control work, the authorities are also strengthening propaganda to raise awareness of compliance with waterway traffic laws among crew members, vessel owners, and tourists; providing guidance on the use of rescue and emergency equipment, fire prevention and control, and handling emergency situations in Ha Long Bay.
Authorities are focusing on inspecting inland waterway vessels carrying tourists, recreational vessels, tourist docks, and vessel operators; strictly handling violations such as carrying more passengers than permitted, violating alcohol limits, using drugs, lacking professional qualifications, vessels not meeting registration and inspection standards, or lacking life-saving and rescue equipment as required.
The synchronized implementation of solutions ranging from patrols and inspections to enhanced rescue and relief capabilities, along with close coordination among forces, helps tourists feel secure and safe. This is not only an immediate requirement during the peak tourist season but also a crucial factor contributing to building the tourism brand of Quang Ninh in general, and Ha Long Bay in particular, into a safe, professional, and friendly destination on the international tourism map.
